Depends on your driving record and age- Progressive might be cheap- but also they check your Credit Report, bad credit high rates- in which case State Farm might be cheaper.

My husband and i thought we had the best with Norwich union but then i rang up Churchill and they where miles cheaper so have a go hope this helps

Try esurance.com but also consider that a broker or agent might be able to get you a better rate (i'm an insurance agent). about 99% of the time I'm able to save people hundreds upon hundreds of dollars a year. but again, if you're going for the online thing, try progressive as well (and they don't check your credit score...not in California anyways).
